Media outreach measurement should explain what happened at each stage: whether the list was sound, messages arrived, journalists engaged, coverage resulted, and the work supported an organizational objective.
Start with the objective
Write the outcome before selecting metrics.
Examples:

- Help regional patients understand a new clinic service
- Earn informed reviews before a product release
- Correct a documented misconception in trade coverage
- Build durable relationships with journalists covering a defined beat

Separate the measurement stages

Do not combine these stages into one score. A delivery problem requires a different response from an editorial relevance problem.
Calculate operational rates carefully
Use explicit denominators.
Delivery rate
delivered messages / attempted messages
Investigate bounces and rejections separately. A high delivery rate does not establish that the list was relevant.
Reply rate
journalist replies / delivered messages
Label positive interest, declines, corrections, and automated replies separately. A raw reply count can hide whether the outreach helped.
Qualified-interest rate
requests for information, interviews, briefings, or assets / delivered messages
Define “qualified” before reviewing results. Keep the definition consistent across comparable campaigns.
Coverage conversion
earned coverage items / qualified opportunities
This can help locate breakdowns after journalist interest, but it should not be used to pressure a journalist or promise publication.
Treat opens as a diagnostic signal
Open tracking relies on image requests. Image blocking, privacy proxies, forwarding, security scanners, and repeated opens can distort the signal.
Use opens to inspect patterns, not to infer intent from an individual journalist. Do not follow up solely because an open event appeared.

Evaluate coverage quality
Count the result, then review its substance:
- Did the outlet reach the intended audience?
- Was the organization or source represented accurately?

- Did it create a relationship worth maintaining?

Compare like with like
Segment reporting by factors that change the work:
- Story type
- Audience and geography
- Outlet type
- Existing versus new relationship
- Exclusive, embargo, or general outreach
- Sender or team
- Campaign period
Avoid ranking teammates on raw send volume. Volume can reward broad lists even when another person produces stronger research, qualified conversations, or coverage.
Turn the report into a decision
End each report with the next operational change:
- Remove or repair invalid contacts
- Narrow a weak segment
- Change the story framing
- Supply stronger evidence
- Adjust source availability
- Preserve a successful subject pattern
- Record journalist preferences
- Stop an outreach sequence that has run its course
